Online Gambling Laws in Albania: Sports Betting and Licensing

By BookmakerLens editorial team · Research updated 21 September 2026

Albania has a legal framework for licensing online sports betting, but that is not the same as an unrestricted online gambling market. The practical question is whether an operator has actually received permission for the service it offers.

What changed in Albania’s gambling framework?

The amendments published in Official Gazette 45/2024 provide for online sports betting through licensed operators and authorised systems. They amend Law No. 155/2015. That provides a basis for licensing; it does not confer permission on every website accessible from Albania.

The reader should distinguish three stages: a law establishing a category, implementing rules setting its operating conditions, and a licence issued to a particular operator. A news story about the first or second stage cannot establish the third.

Implementation continued in 2026

Decision No. 151 of 11 March 2026 addresses technical standards for online sports betting systems. A further government decision published on 26 June 2026 describes procedures for licence suspension and revocation. These documents concern the operation and oversight of the framework, rather than a consumer recommendation of a particular bookmaker.

Has an online sports betting operator been licensed?

On our check, AMLF’s category page said it had not yet licensed an operator for online sports betting and would update the list after approvals. The authority describes a maximum of ten operators with ten-year licences. Treat the live list as the source for later changes.

Does this mean online casinos are generally permitted?

Do not extend an online sports betting provision to all casino games or every site using the word “online”. AMLF’s public warning addresses unauthorised online gambling advertisements. For a proposed service, ask which exact legal category and licence decision it relies on.

How to verify an Albanian betting claim

  1. Record the company name, domain, claimed licence number and product.
  2. Open AMLF’s website independently and locate the relevant category.
  3. Match the licence decision to that entity and service, including its current validity.
  4. If the wording is unclear, ask AMLF for clarification before treating the claim as verified.

A useful research record includes a dated link to the official document and a short explanation of what it proves. A licence badge without a record behind it is not enough. Neither is a casino permission belonging to a different company or location.

Frequently asked questions

Is online sports betting fully open to all operators?

The framework is licence-based. It should not be read as a blanket approval for offshore websites.

Does the ability to deposit prove a site is legal?

No. Our verification method checks official permission separately from a payment feature or a successful registration.
