Legal Betting Sites in Kosovo: What the Law Says

By BookmakerLens editorial team · Research updated 21 September 2026

We cannot provide a locally licensed betting-site shortlist for Kosovo. Law No. 06/L-155 prohibits and closes games of chance throughout Kosovo. A list of international sites that accept registrations would not answer the question of local legality.

The official law text sets out the prohibition in Article 1. Article 2 repeals the earlier gambling law and its implementing acts. We found no repeal or replacement of this prohibition in the official record checked for this article.

What happened to the old gambling licences?

Kosovo’s Tax Administration announced licence revocations when the prohibition took effect on 10 May 2019. Its official notice is useful context when a directory or operator presents an old Kosovo licence. A historic document must not be presented as current permission.

Why “accepts Kosovo players” is a different claim

When reviewing a betting directory, separate what it actually demonstrates. A working registration form shows a technical feature. A country in a dropdown shows a product setting. A payment option shows a transaction route. None of those pieces of evidence is an official licence decision.

Our editorial test is simple: can we identify a current local legal basis and an authorisation for the exact company and service? Without that evidence, we do not label an offshore bookmaker as a legal Kosovo option. This applies equally to brands with familiar names or foreign licensing badges.

Does the law automatically expire after ten years?

The published text has three articles and does not specify an automatic ten-year expiry. Do not treat media shorthand about a “ten-year ban” as a future reopening date. Any change should be checked in the official legal record rather than assumed from an anniversary.

How to assess a claim that online betting has reopened

  1. Find the published act that changes or repeals the prohibition, including its effective date.
  2. Identify the authority empowered to license the activity.
  3. Find the actual authorisation for the named operator and exact online service.
  4. Check whether the document covers sports betting, another gambling product or only a different jurisdiction.

A draft bill or an application is different from a law in force or an issued licence. If someone supplies only a social-media post, ask for the underlying official document before relying on it.

Common questions

Can I use a foreign licence to establish Kosovo approval?

A foreign operator’s permission in another jurisdiction does not establish a Kosovo authorisation. This guide does not identify any locally licensed online sportsbook.

Does a VPN make a betting site locally authorised?

No. Changing a connection location does not provide the missing local permission. We do not recommend access workarounds.

Where can I check the evidence?

Use the law and tax-authority notice linked above, plus our Kosovo country guide. For interpreting individual circumstances, seek qualified local advice.
